If you can't access the article databases and other licensed resources like ebooks, it's possible that our proxy server is down. If you're on campus, or at home and logged into the VPN, try this workaround: 

Click on the link for the database and remove the proxy URL portion.

Example:

http://libproxy.nps.edu/login?url=http://search.proquest.com/ip?accountid=12702

Remove this part:  http://libproxy.nps.edu/login?url=
